The "An der Schanze" property developers' competition tendered by wohnfonds_wien in cooperation with the IBA_Vienna started in February 2019. In a two-stage, dialog-oriented procedure, the foundations were laid for a new, lively neighborhood with high living quality and an urban character. Dialog between the stakeholders and with the interested population was a key to successful neighborhood development. From this, affordable, high-quality framework conditions for living and working could be further developed. This joint development process enabled a regular exchange between property developers, planners, experts for social sustainability and representatives of the local population, enabling the exchange and discussion of current planning statuses and the promotion of new ideas. In addition to three large workshops, organized and monitored by RAUMPOSITION, self-organized working group meetings in particular were decisive for the high quality of the overall development of the neighborhood. ATTACCA was commissioned for the project management. The results were presented in February 2020.
Living made easy for single parents.
Quartier "An der Schanze" is characterized by a diverse mix of different housing offers. More than 1,500 apartments will be built in the coming years in the first stage at the Donaufeld between Floridsdorf and Kagran, 95 percent of which will be subsidized. The aim of the competition was to incorporate current social developments and needs in the best possible way into the planning in order to create targeted offers. One group to which particular attention has been paid is single parents. In cooperation with various institutions, care is taken to ensure that the diverse range of apartments on offer is well received by the residents. For example, selected apartments are offered for allocation through the single parents' association JUNO. Adjacent apartments can be allocated to separate parents or to single parents with family members and elective affinity through what we call 'tandem allocation'. In cooperation with Volkshilfe Vienna, apartments are provided for in-home daycare providers.
Diversity of uses and adaptability in the neighborhood.
At Quartier "An der Schanze", the focus is on neighborhood development: In this way, this project area will become a lively neighborhood with a varied range of offers and an urban character. A significant contribution to this is made by ground-floor zones, which provide for commercial, office and shopping facilities in addition to housing. These spaces provide for a wide range of possibilities for adaptation and further development. During the second stage of the dialog-oriented developers' competition, work groups initiated by the IBA_Vienna intensively dealt with the topic of ground floor and base zones as well as social sustainability in the new neighborhood. The work groups were made up of representatives of the developers and experts from the fields of planning and social sustainability. In this way, topics were discussed and contents were agreed upon that go beyond the classical voting in single-stage procedures. Socially effective commercial areas are neighborhood-related and thus central elements of the future urban quarter. The focus is on diversified small-scale uses, which are mainly concentrated in the central Ereignisband ("Event Corridor") area around Simone-Veil-Gasse. This will be a mixed-use center for the neighborhood and beyond.
"Urban Wilderness" - Nature in the City.
Alongside the Ereignisband, the Stadtwildnis ("Urban Wilderness") represents an essential open space for the new neighborhood. The largest contiguous green space in the project area is located between Building Sites G2/G3 and H and is intended as a process and experimental space, but also as a teaching and learning space. The natural transformation process from the current farmland to "Urban wilderness" with open meadows and more shady areas of trees is the focus of attention. In addition, ecological precautions are ensured by nesting boxes, extensive green rooftops and optimized outdoor spaces through GREENPASS simulation. The development of a cross-neighborhood rainwater management system is being considered.
In Quartier "An der Schanze", the concept of multi-story parking is being actively approached in the form of collective garages. Garage spaces are thus integrated here and there into the urban ensemble. At two Mobility Points, an e-charging station for e-bikes, a bike service station and two e-charging points for cars are available to future residents.
