Three years ago, Vienna introduced a new instrument to counteract the massive rise in housing costs by amending its building code: A majority (as a rule, two-thirds) of land designated as "areas for subsidized housing" must be used to build subsidized and thus affordable housing. Strict regulations, e.g. with regard to land costs and the sale of apartments, put a stop to speculation. How has this instrument worked since then?
